The minutes of the 2003 AGM
and the 2004 financial report were read and approved, proposed by Keith Lewin,
seconded by Tony Almond.
Matters Arising :
There seems to be little interest in the association
from Blackpool Light Craft Club, Coniston Sailing Club or South Windermere
Sailing Club with no contact from them for some time and subscriptions in
arrears. It was agreed that minutes of the meetings would be sent to them with
a request to confirm their continued interest and settle the subscription
arrears.
Graham MacLean, port manager of Heysham has agreed to
place a light on the Heysham Spoil Buoy.
Missing Trophies – John Hodgson handed over the missing
Jack Topping Trophy. Clubs were urged to continue searching for other ones so
they can be assessed prior to purchasing replacement ones.
Chairman’s Report :
Two special meetings of the Morecambe Bay Partnership
Sport & Leisure Group were held to discuss the further wind farm
development and the harbour developments in Barrow. The first discussion was on
the proposed combined wind and gas powered generating station proposed by
Ormonde. Radar plots of shipping were presented by Dong, the wind farm
developers co-ordinator, showing that the Ormonde development would be clear of
the shipping lanes but phase 2 developments would seriously impede shipping and
further planning was needed before final approval. The second meeting focused
on the proposals for developments in Barrow Docks with a new marina village in
the Town Quay. Discussions followed on the need for good access to the sea with
as near 24 hour access as possible and for the marina facilities to be well set
up and run. The contrast between Fleetwood and Bangor marinas as discussed at
length.
In the cruiser regatta, all 18 boats finished and two
trophies were presented to winners of the two groups, fast and slow classes as
an encouragement to as many future entrants as possible to continue the
increasing popularity of the event.
Discussion then followed on adapting the spinnaker
rules to encourage entrants from short handed crews and not favouring those who
could set spinnakers easily. It was proposed to follow the River Wyre YC system
of adjusting PY numbers upwards by 40 points for all boats before an event and
reducing the PY no. by the 40 points only if spinnakers were used. A vote was
taken whether to adopt this scheme for MBSA cruiser events and the proposal was
approved with 9 votes for and 1 against.
Roa Island held a successful dinghy regatta but it was
again noted that it continues to be difficult to encourage members of other
clubs to travel to the dinghy regattas. Non attendance from Blackpool Light
Craft Club, Blackpool & Fleetwood Yacht Club, Coniston Sailing Club, Ribble
Cruising Club and South Windermere Sailing Club has a significant effect on the
success of the dinghy regatta.
It was further noted that the often minuted agreement
that clubs would not hold any of their own events on days of MBSA events was
not being adhered to by all clubs and efforts would be made to discourage this
practice.
